Short answer

Most of Pearland sits in Brazoria County, one of the 14 coastal counties in the Texas Department of Insurance's designated catastrophe area, and garage doors are on TDI's list of items checked for a windstorm certificate. If you want the home to stay eligible for TWIA coverage, a replacement door should be rated and installed to be certified.

What the designated catastrophe area is

The Texas Department of Insurance designates a catastrophe area along the coast where windstorm building standards apply. It covers the 14 first-tier coastal counties, Aransas, Brazoria, Calhoun, Cameron, Chambers, Galveston, Jefferson, Kenedy, Kleberg, Matagorda, Nueces, Refugio, San Patricio and Willacy, plus the part of Harris County east of State Highway 146, including Pasadena, Morgan's Point, Shoreacres, Seabrook and La Porte.

Pearland sits mostly in Brazoria County, with small parts in Fort Bend and Harris counties. If your address is in the Brazoria County part, it is inside the area.

What a windstorm certificate is

TDI runs a windstorm inspection program for work in the catastrophe area. When work is inspected and meets the standard, TDI issues a WPI-8 certificate of compliance. TDI also issues a WPI-8-E for completed improvements, and older WPI-8-C certificates issued by TWIA remain valid.

The process, as TDI describes it, runs through an application, an inspection at the job site and the printed WPI-8. Garage doors are on TDI's list of common items requiring certification, alongside roof coverings, windows, entry doors and shutters.

Why TWIA cares

The Texas Windstorm Insurance Association provides wind and hail coverage for properties in the designated catastrophe area. TWIA requires a certificate of compliance on structures constructed, altered, remodeled or enlarged there. A replacement garage door is an alteration, so certifying it keeps the home's eligibility clean.

We are not your insurer or your agent, so for questions about your own policy, ask them. What we can do is install a door that is rated for the requirement and keep the paperwork the inspection needs.

What a wind-rated door actually is

A rated door has been tested to hold a stated design pressure, inward and outward, using heavier steel, reinforcement struts, stronger hinges and track, and specific anchoring. It carries a label with its rating. The required rating depends on the location, the exposure and the size of the opening. The wind-rated doors page explains the options.

Retrofit bracing kits add strength to an existing door, but they do not turn an unrated door into a rated one for certificate purposes.

What it means when you replace a door

In practice, a replacement door in Brazoria County is chosen from doors approved for the required rating, installed to the maker's tested instructions, and documented. Style, color, insulation and windows are all still choices; windows need glass approved for the rating. The door replacement page covers the rest of the job.

We confirm the address before quoting, since parts of Pearland outside Brazoria County follow different rules, and we keep the label and documents with the job.

Repairs versus replacement

Most ordinary repairs, such as springs, cables, rollers and openers, keep the existing door in service. The certificate question mainly comes up when the door itself is replaced. If you are unsure whether a particular repair affects your certification, your agent can tell you, and we can list exactly which parts were changed.
